Luz Paternina

Secretary of Planning, Cartagena de Indias City Council

Luz Elena Paternina has a master’s degree in Business Administration from the Universidad Externado de Colombia, with a specialization in Finance from the University of the Andes. She has over 15 years of experience in the structuring of infrastructure projects. Currently, she serves as Secretary of Planning of the Tourism and Cultural District of Cartagena de Indias.

Prior to holding this position, she was engaged in evaluation and valoration of risks, assessment of public-private comparators for public-private associations (PPAs), both for the private and the public sectors. Among other projects, she led this component for the following PPAs: Malla Vial de Meta, Cesar Guajira, Antioquia-bolivar, Vias de Nus, Ruta del Privilegio, a concession of the Bucaramanga-Barrancabermeja-Yondo highway, a concession of the Ernesto Cortissoz-Baranquilla airport, the aurports of the South West (El Eden-Armenia, Benito Salas Vargas-Neiva, Guillermo Leon Valencia-Popayan). She served as risk expert in the evaluation of a private initiative for the government of Condinamarca and four private initiatives for the National Institute of Infrastructure.

She worked at the Ministry of Finance as Deputy Director of the Investment Bank and Deputy Director of Infrastructure and Economic Development. She was responsible for designing policies for the structuring of PPAs in various sectors, specifically initiatives for the modernization of public fixed assets—CONPES 3615. She served on the boards of directors of companies in the Colombian electricity sector, such as Gecelca, Urra and Boyaca Energy Company. She led the process of divestiture of stock held by the government in 2008 and achieved savings in the restructuring of licensing contracts of approximately Col$5.0 billion.
